Order On June 30, 1992, Hub Testing Laboratories, Incorporated, filed an appeal from the contracting officer's decision terminating contract GS-04P-91-EWC-0033 for default. That contract was for asbestos surveys of Federal Buildings in certain states. The appeal of that decision was docketed as GSBCA 11693. An appeal was also taken from the contracting officer's decision terminating for default contract GS-04P-91-EWC-0095, a second contract for asbestos surveys. That appeal was docketed as GSBCA 11696. On October 29, 1992, the parties filed a motion to dismiss these appeals with prejudice, having settled these appeals by converting the terminations for default to no-cost terminations for convenience.
