ORDER On March 26, 1990, the Board received an appeal filed by Triad Realty Trust requesting compensation for its additional cost for installing carpet tiles, which were specifically requested by the respondent, the General Services Administration. Triad claimed that the tiles represented a change from broadloom carpet required by the lease. On March 8, 1993, the parties filed with the Board a settlement agreement and joint stipulation for voluntary dismissal with prejudice as all disputes had been resolved.
